State Bureau, Patna. To effectively control illegal sand mining and transportation in Bihar, the Mines and Geology Department has decided to take strict technology-based steps. Preparations are being made to install Automatic Number Plate Recognition (ANPR) system at major border check posts located on the state borders.

The objective of this arrangement is to curb illegal sand movement from neighboring states and ensure transparent monitoring of mineral transportation.

Through the ANPR system, the number plate of every sand laden vehicle passing through the check post will be automatically scanned and linked to the central server of the department. Vehicle registration, e-challan, permits and deadlines can be instantly checked digitally.

An alert will be issued as soon as vehicles without valid documents or moving away from the prescribed route are identified, which will enable action to be taken on the spot.

CCTV cameras are being installed

According to the Mines and Geology Department, a multi-level strategy is being adopted to stop sand theft. Along with ANPR, GPS based vehicle tracking, e-challan system, drone and satellite monitoring and activation of special enforcement teams at the district level are being increased. CCTV cameras have been installed in sensitive ghats and border areas and there are plans to install more cameras. The department believes that the use of technology will reduce human interference, which will reduce collusion and corruption. Besides, theft of revenue will be stopped and environmental balance will also be strengthened.

This step is considered very important in view of the damage caused to the flow of rivers, embankments and surrounding areas due to illegal mining. The state government has clarified that strict legal action will be taken against vehicle owners, drivers and concerned officials found involved in sand theft.

With the implementation of ANPR system, it is expected that illegal sand trade in Bihar will be effectively controlled.
