The Supreme Court again expressed displeasure over the slowness in pollution prevention in Delhi-NCR and said that no work is being done. It made some amendments in its earlier order and also removed the exemption given to old vehicles from punitive action. Some other instructions were also given by him to control the increasing pollution in and around Delhi. Despite this, there is doubt that any effective control on air pollution can be achieved.

The reason for this is that the level of air pollution has increased so much that immediate measures will hardly help. To get rid of air pollution, we will have to work continuously on long term measures. What has been happening for the last few years is that when air pollution rears its ugly head, efforts are made to deal with it. Every year, with the onset of winter, one of the reasons for air pollution in Delhi and its surrounding areas is the geographical location of this area, but nothing can be done about it.

What can be done is to give serious attention to addressing all the causes of pollution simultaneously. The major causes of pollution in and around Delhi are vehicle emissions and dust blown from roads and construction sites. The root cause of toxic emissions from vehicles is their extremely slow movement due to traffic jams. Neither any solution to the traffic jam is being found nor to the dust blowing from roads and construction sites.

It should be understood that air pollution is not a problem only in and around Delhi. Now this has become the problem of North India. The truth is that during the cold season, clean air is now available only in a few parts of the country. This is because the causes that pollute the air are not addressed. Studies show that 80 percent of pollution is caused by dust and smoke and the smoke that comes out from burning wood, coal, cow dung cakes etc. also has its share in it.

The problem is that no measures are being taken to ensure that coal, wood and cow dung cakes are not burnt. Similarly, the process of burning leaves and garbage is also not being stopped.
