The nine percent increase in this budget of approximately Rs 1.58 lakh crore reflects the state's growing economic potential and development aspirations.
This trend is in line with previous years, where the state has been continuously increasing expenditure and resource mobilization capacity. The fiscal deficit in the budget has been kept at 2.18%, indicating fiscal discipline.
This level is within the acceptable range for states and shows that the government is attempting to strike a balance between growth and financial stability. Also, the increase in capital expenditure makes it clear that the government is increasing investment on long-term assets like roads, bridges and health infrastructure.
However, a major challenge is that the state is still dependent on the Center for its resources as well. The central share, along with tax and non-tax revenues, forms the bulk of the budget, indicating the need for reforms towards fiscal self-reliance.
Agriculture and women empowerment are new engines of development
Steps like Mahila Kisan Khushhali Yojana and cash crop expansion in the budget are important towards strengthening the rural economy. This approach is in line with the policy direction the government is taking to prioritize women-led development.
Efforts to link agriculture to the market through integrated farming, marketing platforms and cooperative structures are positive. If combined with effective implementation, it can lead to real growth in rural incomes.
Infrastructure and industrial investment the backbone of development
Large provisions for roads, bridges and rural connectivity schemes will accelerate the physical development of the state. Also, investment proposals received through the World Economic Forum and potential investment of Rs 20,000 crore are expected to generate employment.
For a mineral rich state like Jharkhand, expansion of industry and manufacturing sector is of utmost importance. However, policy stability and administrative efficiency are necessary to implement investment proposals. Steps like cancer screening, modern equipment in medical colleges, AI training and establishment of a university are positive signs towards human capital formation of the state.
Investment in health and education forms the basis of long-term development and this Budget recognizes this fact. Development of places like Netarhat, Dasham Falls, Patratu and Rajrappa can give a new direction to tourism. This will not only increase revenue but will also generate local employment.
