Sumit Joshi, Haldwani. In the new National Education Policy, emphasis has been laid on the holistic development of students. The government is also running many schemes for its better implementation. Efforts are being made for quality education, but after taking admission in government colleges, students are not seen in the classes. Amidst all this, a strange and worrying situation has emerged in the semester examinations of Kumaon University. Many first semester undergraduate students coming to appear for examinations in colleges affiliated to the university do not even have knowledge of their subjects.

He is not even able to differentiate between subjects. Maximum such cases are being reported in MBPG Haldwani, the largest college of the state. In which on the day of main subject (DSC) examination, people are coming to appear for Capacity Enhancement Course (AEC) or Value Planning Course (VAC) exam. Bachelor of Arts (BA) first semester is full of students who are unaware of their selected subjects and the question papers applicable under them.

Besides, with more than 100 such cases being reported daily, professors are also worried about the condition of students. Same thing happened in BA Education Science exam also. On the day of Education and Society paper, students who opted for Value Education in Minor and Environmental Education in VAC arrived. Not only this, despite the clarity regarding the subjects from the college administration, they are also arguing with the employees. Case 1. On the day of Sanskrit Policy and Literature, BA came to give the language paper. Those who took Sanskrit subject as DSC in the first semester had the paper of Sanskrit Policy, Literature and Grammar. Whereas, in the revised syllabus of NEP, study of language subjects under AEC has been made mandatory. In this, the students who had opted for Sanskrit Language Grammar came to give the paper on the day of Policy Literature exam. Case 2. English Literature paper. A similar situation arose on the day of B.A. English paper also, crowd of people who were taking the language exam. With the start of the exam, the first English paper was on the history of English literature. Students who opted for English language in AEC appeared for the main subject examination. Despite it being clearly mentioned in the admission letter, the students came to the college on the wrong day. Result of ignoring the 75 percent attendance standards. According to the provisions of the University Grants Commission, it is mandatory to study for 90 days in a semester. Also, there is a minimum standard of 75 percent attendance. But the admission process in colleges continued till October. After this, KUVI also opened the portal for admission into vacant UG and PG seats for three days in December, just before the examination. The university administration always argues to complete the standard of studies in 90 days. But those who took admission later, how their studies were completed and how the rule of 75 percent attendance was fulfilled is a big question. Due to lack of strictness, classes remaining vacant in colleges and students coming directly to take exams are considered to be the reason for such situations.

In NEP, emphasis has been laid on holistic development and efficiency development of students. It is worrying if students in regular mode colleges do not have clear knowledge of the subjects till the examination. The situation will persist until the rule of 75 percent attendance is strictly followed. Work should be done towards improvement. - Pro. Digar Singh Farswan, Director, School of Education, UOU
