Lokendra Bhati of Bisrakh village, who is in jail for selling land worth about Rs 500 crore of Greater Noida Authority to builders and colonizers, has been accused of another land scam. Kuldeep Bhati of the village has presented many records and given a letter to the authority CEO NG Ravi.
It is alleged that Lokendra Bhati has embezzled crores of rupees by scamming about six acres of land in the name of Badami Devi Inter College in the village. Several investigation reports of the scam have also been submitted in the presented records. Considering the fact of scam in the investigation reports of Accountant, Tehsildar, Circle Incharge and Special Officer, action has been recommended against Lokendra Bhati for causing loss to the authority.
Lokendra used his influence
Instructions have also been given to register a case in the police station. Kuldeep alleges that despite the investigation report proving the scam, no action is being taken against Lokendra at the authority level. It is alleged that Lokendra has used his influence to stop the action by suppressing the investigation report.
In the letter given to the CEO, Kuldeep Bhati alleged that there was 22760 square meters of land on Khasra number 648 of the village. Lokendra took the help of consolidation and committed fraud by backdating half of the land in his name and the other half in the name of Badami Devi Inter College.
What is the whole matter?
The name of Badami Devi Inter College was registered in the revenue records in 1994, at that time the college by that name and the institution formed for its operation were not registered anywhere.
The registration of the college and society was done in 1998-99. The land was freed from acquisition by the authority in the name of college and sports. The authority had exempted the land in the name of the college from acquisition, but by creating irregularities, the land in the name of Lokendra was also excluded from acquisition on the basis of the name of the college.
Not only this, later Lokendra illegally occupied Khasra No. 649 acquired by Greater Noida Authority and built a college building. The college is operating at number 649 Khambar. Whereas Khasra number 648 in his name was freed from acquisition.
648 warehouses and warehouses were built. Lokendra is collecting their monthly rent worth crores of rupees. The land owned by the authority on which the college building is built is also worth around Rs 110 crore. When a complaint was made about this in the past, the Accountant, Circle Incharge 3, Tehsildar and Officer on Special Duty Bhulekh investigated it.
In his investigation report submitted to the CEO on 25 September 2025, he accepted all the allegations as true and gave instructions to immediately remove the illegal construction from Khasra number 649 and register a case against Lokendra in the police station. It is alleged that Lokendra used his influence to form an investigation committee again.
The said inquiry committee also accepted the allegations as true and recommended to vacate the authority's land and directed to register a case against Lokendra in the police station. Kuldeep Bhati alleges that even after the recommendation of the inquiry committee, the authority is not taking action against Lokendra. He has demanded that the CEO intervene in the matter and take action. The CEO has called for an investigation report and assured action.
