JN, Jabalpur. A case of misuse of crores of rupees in the name of Panchgavya research has come to light in Nanaji Deshmukh Veterinary Sciences University, Jabalpur, Madhya Pradesh.

The objective of the scheme was to develop public welfare products from cow milk, dung and cow urine, with the funds of which the people responsible bought cars, AC, fridge and other convenient items. Divisional Commissioner Dhananjay Singh had given instructions for investigation.

According to the report, there was no provision for purchase of vehicles in the Panchgavya Research Scheme. Despite this, a car worth about Rs 7.39 lakh was purchased. Not only this, about three lakh rupees were spent on petrol and diesel and two lakh, 76 thousand rupees were spent on vehicle repair.

There was no provision for travel expenses, yet around Rs 3 lakh was spent on 24 trips. Out of these, expenditure of Rs 2 lakh 73 thousand is registered in the name of only one officer. Between 2011 and 2018, the limit of administrative expenditure was only one percent out of Rs 3 crore 50 fifty received from the government.

Investigation revealed that about Rs 60 lakh was spent on the comforts and amenities of the officers instead of research. Under the scheme, Rs 1.92 crore was spent on machinery in five production units, but the income from product sales was only Rs 23 thousand. The investigation report has reached the Divisional Commissioner, the sword of action is hanging against those responsible.

1.92 crores were spent on machines. The investigation report made it clear that the manufacturing unit was divided into five parts under the Panchgavya scheme. This included cow urine sterilization unit, mosquito coil manufacturing unit, raw material processing unit, cake production unit, cow dung pot manufacturing unit.

An expenditure of Rs 1 crore 92 lakh six thousand 584 was spent on purchasing machines in these units. The material also had to be manufactured using machines, which was sold and only Rs 23 thousand 715 was received.

Under the scheme, an expenditure of Rs 14 lakh 9 thousand 732 was made including computer, tablet, toner, projector installation, AC, furniture, fridge, other electronic items and other items. Whereas, purchasing computers, tablets and similar unnecessary items which were not necessary as per the plan format has also been considered a financial loss.
