If a vigilance investigation is initiated against any railway employee or officer, a special five report of 'clean chit' or 'accusation' has been made mandatory, so that the culprit can be punished. The board has sent letters to all the zones including NCR saying that the GM will have to give clear recommendations on five main points before sending any case to the board.
Solid arguments will have to be given
How much and what kind of responsibility does the concerned officer or employee have in this? The culprit should be given major punishment, minor punishment or only administrative action is sufficient. Was there any intention of corruption or misuse of position in the case? It is mandatory to give a clear opinion on the existence of vigilance angle. If the case is serious, is there a need to hand it over to an outside agency like CBI? Solid arguments will have to be given for this. If the role of any private contractor or company is questionable, a proposal to blacklist or de-list them should also be part of the report. The primary responsibility for this will be that of SDGM, he will hand over the complete file to the GM.
Big decision of Railways
Railway Board has taken an important step to further strengthen transparency and accountability in Indian Railways. Expressing strong displeasure over the shortcomings in the process of sending vigilance investigation reports, the Board has issued new guidelines to all zonal railways and production units. The Board has clarified that the 'First Stage Advice' (FSA) files sent in future will be accepted only if they fully meet the prescribed rules.
Concern expressed over incomplete information in investigation report
In this letter issued by the Vigilance Directorate of the Railway Board, it has been said that in recent times such investigation reports have been received from many zonal railways, in which the comments of the General Manager were not clear. Certain mandatory points under Para 525.4 of Indian Railway Vigilance Manual were not being followed, leading to delay in disposal of cases.

Now General Managers will have to give clear recommendations on five main points before sending any case to the Board - Fixation of responsibility: There should be a clear mention of how much and what kind of responsibility each concerned officer or employee bears. - Nature of punishment: Depending on the gravity of the mistake, it will have to be stated whether the culprit should get a bigger punishment, a smaller punishment or only administrative action is sufficient. - Identification of Vigilance Angle: Was there an intention of corruption or abuse of office in the case? It is mandatory to give a clear opinion on the existence of vigilance angle.- Recommendation to hand over to CBI: If the case is serious, is there a need to hand it over to an external agency like CBI? Solid arguments will have to be given for this. - Action on external firms: If the role of any private contractor or company is doubtful, then a proposal to blacklist or de-list them should also be a part of the report.
Increased responsibility of SDGM
The Board has directed that it will be the personal responsibility of the Senior Deputy General Manager (SDGM) to ensure that all these requirements are met while presenting the file to the General Manager. Its purpose is that when the matter reaches the Railway Board, it is completely "complete" and a quick decision can be taken on it.
Message of 'zero tolerance' on corruption
The letter, signed by Railway Board Director Vigilance (E) Alind Shekhar, is being seen as a 'zero tolerance' policy against corruption. The letter has been sent to all the zones including General Manager of North Central Railway, Naresh Pal Singh. Which is directed to be implemented with immediate effect. Sources believe that this step will speed up the investigation process and reduce the delay in punishing guilty officers.
