State Bureau, Patna. On the initiative of the state government, a new system for quick resolution of the problems of the common people was formally launched on Monday. Officer-public dialogue started under the Chief Minister's Seven Decisions-3 under 'Sabka Samman-Jeevan Aasan (Ease of Living)'. Now public hearings will be held every Monday and Friday from the state headquarters to the block. In which officers will communicate directly with the public.
Monday 19th January, first day of officer-public dialogue. People started arriving outside various departments of the Secretariat. Someone had a file in his hand, someone had a paper related to the ground. The problems of those who have come here are also different. Some have come with problems related to health and education, some want a solution to the land dispute, some have a pension issue.
It doesn't matter whether the problem is old or new. The officers present here were seen talking directly to the people without any formal distance. However, since it was the first day of hearing, relatively less complainants came here. Officials in many departments kept waiting for the complainants.
According to the official information of the department, only about two dozen cases were reported in the Home Department and about a dozen cases in the Health Department. Officials expect the number of complaints to increase in the coming weeks. However, in the first day's hearing, there was softness in the behavior of the officers. The tone of conversation was also very soft. You sit first, there is no need to panic. Tell the whole story comfortably, your complaint will definitely be registered today. Just on this simple statement, relief was visible on the face of the complainant. The officers were neither loud nor in a hurry. Every complaint was being listened to carefully.
The officers were also heard saying that your problem is our responsibility. However, even though less cases were reported on the first day, a confidence has been awakened in the minds of the public towards the officers. There are expectations that if we come here, work will be done. Starting from today, this series will now continue two days a week. The government is trying to ensure that people get quick solutions to their problems. They should not have to make rounds of the department for minor complaints.
Before the Jan Samvad program starting from Monday, at 11 am, through video conferencing, a training was given by the Chief Minister's Secretariat to the concerned officers of all the departments and district level offices on how to conduct this program effectively. Information was given on the specially prepared web portal from registering oneself to uploading all other necessary details on SSS.bihar.gov.in. Complete details of how many complainants came on the relevant date and which officer heard their complaint will be recorded online. Later, there is a provision to record the status of action taken on these complaints.
Secretary in Home Department listened to complaints, more cases of land disputes
On Monday, the first day of public dialogue, more than two dozen people reached Sardar Patel Bhawan in the Home Department with their complaints. Home Department Secretary Pranab Kumar heard the complaints of the complainants. Most of the cases were related to land disputes. After hearing the complaint, the concerned officers were instructed to execute the complaints. In the Home Department, time has been fixed for public dialogue every Monday from 11 am to 1 pm and on Friday from 3 pm to 5 pm. Special Secretary of Home Department K. Suhita Anupam has also given detailed guidelines for further public dialogue, so that common citizens do not face any inconvenience during this period.
People came to the health department with complaints including Ayushman and others.
The Health Department heard about a dozen complaints on the first day of the public dialogue. Health Secretary Lokesh Kumar Singh met the complainants at the scheduled time in his office room at Vikas Bhawan. Some complained about Ayushman card not being made, some about delay in approval of medical treatment and some lodged complaint about shortage of doctor and non-availability of medicines in the community health center located in the block. These problems were resolved on the spot. The Health Secretary said that health facilities are being improved. If there is any complaint of any kind of deficiency, we will try to resolve it immediately.
All municipal bodies should regularize hearings, orders issued
The Urban Development and Housing Department has issued orders to all municipal bodies and directed them to hold regular public meetings on Monday and Friday. During this period, people have been asked to make proper arrangements for drinking water, toilets etc. A report has also been sought on what action was taken on public complaints and what solution was found. On Monday, officers also sat in the departmental headquarters to listen to the complaints of the public.
Health department issued hearing order to hospitals
The Health Department has issued instructions to the officials of all the hospitals to listen to the problems of the public on Monday and Friday of the week. Health Secretary Lokesh Kumar Singh has issued a letter to all the office heads including IGIMS on Monday. The officials have been instructed to listen to the complaints and problems of the people in their office room on both the days and ensure their solution.
