State Bureau, Chandigarh. On the stamp duty dispute related to IAS/PCS Cooperative Housing Society in the Punjab-Haryana High Court, the Punjab government told the court that the stamp duty notification issued in November 2025 will not be applicable retrospectively under any circumstances.

This will be effective only on future property transactions and will not affect transactions already completed. This important case was heard before the division bench of Justice Harsimran Singh Sethi and Justice Vikas Suri, where the government also clarified that the talk about January 31 as the cut-off date was a complete misunderstanding.

No such time limit has been fixed in the notification, the state government assured that it will present the documents related to the case in the court next week so that there is no confusion.

Senior advocate Chetan Mittal, appearing for the petitioners, argued in the court that the government was allegedly trying to impose stamp duty and registration obligations even on property deals which were legally completed years ago.

The Society had paid full stamp duty and registration fees while purchasing approximately 70 acres of land from the original land owners, who were subsequently given plots to the members through allotment or transfer of shares, duly approved by the Registrar and no separate stamp duty was payable by law at that time. Now the further direction of the case will be decided on the basis of the documents presented by the state government during the next hearing in the court.
