On Monday, the sixth day of the budget session of the Legislative Assembly, the government passed two bills related to the establishment of state universities in Shahjahanpur and Bhadohi. These include Uttar Pradesh State University (Amendment) Bill 2026 and Uttar Pradesh State University (Second Amendment) Bill 2026.

Higher Education Minister Yogendra Upadhyay said that the aim of the Yogi government is to take higher education to the last rung of the society. Referring to the philosophy of Antyodaya and Integral Humanism of Pandit Deendayal Upadhyay, he said that the government is working considering education as a powerful medium of social change. Concrete decisions are being taken continuously towards taking universities to rural, backward and deprived areas, so that the youth can get quality education in their own areas.

Will be developed as a university

Under this, Kashi Naresh Post Graduate College located in Bhadohi district will be upgraded and developed into a university. This will make it possible to affiliate 23 nearby colleges and thousands of students of the area will get better opportunities for higher education, research and innovation. This decision is an important step towards developing it as a new center of higher education in the Purvanchal region.

Through the Second Amendment Bill, the way has been paved for the establishment of Swami Sukhdevanand University by upgrading the educational units of Mumukshu Ashram Trust located in Shahjahanpur. The Trust has cooperated in establishing the university by signing an MOU and transferring its movable and immovable property and resources to the government.

With this, 60 regional colleges will be affiliated and the youth will get new opportunities for education and employment at the local level. The government has already brought an ordinance for this, now a bill has been approved in its place.
