Instructions given regarding submission of petrol/diesel bill

Jagran correspondent, Siwan. In order to prevent misuse of government funds, the district administration has taken a strict stance on payment of fake, inflated, double and fictitious bills of petrol and diesel in Siwan district. District Magistrate cum District Magistrate Vivek Ranjan Maitreya has issued strict instructions to all the municipal bodies, petrol pump operators and concerned officials of the district and implemented it with immediate effect.

The District Magistrate has clarified that now the payment of petrol or diesel bill will not be passed by any office unless its verification is done as per the prescribed procedure. Cash slips or bills not related to vehicle-wise consumption will not be valid. Under this order, all the licensed petrol pumps operating in the district have been instructed to issue only computer generated bills/invoices. These bills must necessarily contain details like date and time of transaction, vehicle registration number, quantity of fuel provided (in litres), bill/invoice number.

The District Magistrate said that in recent times it has come to notice that fake, inflated, double or fictitious bills are being presented by some petrol pump operators. Besides, such bills are being passed due to negligence or connivance by officials and employees of some municipal bodies, which is causing loss of government money, violation of legal provisions and breach of financial discipline. Keeping this in view, this strict step has been taken.

Stoppage of fuel supply on back date or blank slip

The DM has directed the Legal Metrology Department not to supply fuel on the basis of backdated, blank or previously transferred slips. It will be mandatory for all petrol pumps to maintain daily sales register or electronic records. A warning has been given of strict action against issuing handwritten notes. Violation of orders will be considered as violation of license conditions and action will be taken up to operational suspension or license cancellation.

Double and split bills will be rejected

All withdrawal and disbursement officials have been directed to mandatorily match vehicle-wise logbooks and GPS records with fuel bills. Any unusual increase in monthly consumption needs to be investigated. Duplicate or split bills will be immediately rejected. The senior treasury officer has also been instructed to independently investigate the quantity, rate, bill number and prepayment. Passing a bill without proper scrutiny would be considered serious misconduct.

GPS mandatory in all municipal vehicles

The District Magistrate has instructed the executive officers of all municipal bodies to implement the Standard Operating Procedure (SOP) for fuel purchase and bill payment. Under this, installation of GPS in all vehicles will be ensured immediately. While issuing oil coupons, matching of distance covered with odometer, estimation of average movement of vehicles and immediate clarification will be taken if any deviation is found. Besides, instructions have also been given to install a lock in the fuel cap of vehicles.

The DM has asked all concerned officials and petrol pump operators to confirm receipt of the order and ensure strict compliance. Any kind of disobedience will be taken seriously and disciplinary action will be taken against the concerned.
