Digital Team, Lucknow. Uttar Pradesh is now moving rapidly on the path of becoming a developed state, leaving behind the obstacles of 'token budget' and 'referral culture'. During the discussion on the supplementary budget in the Assembly, Chief Minister Yogi Adityanath made it clear that UP is now working with a solid financial strategy and strong health infrastructure to meet the goal of 'Developed India' by 2047. The Chief Minister assured the House that the will of the government is as strong today as it was on the first day.

Health infrastructure: 81 medical colleges and 'no referral' policy

Referring to the revolutionary changes in health services, the Chief Minister said that the number of medical colleges in the state has now reached 81.

Focus on Amethi and Ballia: Medical college has started in Amethi and classes have also started, while provision of land and budget has been made for Ballia.

Ban on referral system: CM gave strict instructions that medical colleges should now ensure better treatment themselves instead of referring patients to Lucknow or Delhi. He said that the old compulsion of sending people from community centers to Gorakhpur or Lucknow is now ending.

Financial discipline: 50% lump sum fund to increase the pace of work

Discussing administrative reforms, the Chief Minister attacked the 'token money' policy of the previous governments. He said that earlier for a road worth Rs 25 crore, only Rs 1 lakh was issued and the files were kept pending. Now we have changed the policy. For any project, 40 to 50 percent of the funds are being released in lump sum. As soon as 75% of the work is completed, the next installment is given so that the projects are completed in a timely manner.

Public participation: 98 lakh citizens gave the vision of 'Developed UP'

The Chief Minister informed that suggestions were sought from the public for the creation of 'Developed Uttar Pradesh', in which so far more than 98 lakh citizens have shared their views. These suggestions are being molded into a policy framework with the collaboration of IIT Kanpur, so that the economy and infrastructure of UP can be of global standard by 2047.

Leave negativity, move together: Chief Minister's appeal

At the end of the address, Chief Minister Yogi Adityanath advised the opposition to adopt a positive approach. Expressing his views in a poetic manner, he said that looking at every issue through a caste or narrow lens is not in the interest of the state. He called upon the opposition: "There are thousands of difficulties on the way, if you take two steps then it is right, every dream will come true, if you walk then it is right, if you walk then it is right."
