Coaching institutes in Patna will remain under strict surveillance

Jagran correspondent, Patna. Now all the coaching institutes in the city and district will be under strict surveillance. For this, a district level monitoring committee has been formed and asked to check the safety standards in all the coaching institutes. Apart from this, sub-division and police station level teams will also conduct regular inspections to ensure that the coaching institutes are operated in a safe and controlled manner as per the standard procedure.

If any institution does not comply with the safety standards then strict action should be taken against it. These instructions were given on Monday by DM Dr. Thiagarajan SM and SSP Karthikeya K Sharma in the meeting held for effective implementation of Bihar Coaching Institute (Control and Regulation) Act 2010.

DM said that the safety of students is paramount. To ensure this, it is the joint responsibility of all the coaching operators, administrative officers and parents to ensure complete compliance with the safety standards in the coaching institutes.

He directed the District Education Officer to hold regular meetings of the District Level Coaching Registration Committee and to submit new registration or renewal applications to the coaching operators within 10 days. No institution will be able to operate without a valid registration certificate, hence officials have been asked to process the applications within the stipulated time.

All SP, ADM Disaster Management DP Shahi, ADM Law and Order, Additional District Magistrate Municipal Administration Sanjay Kumar, all SDOs-SDPOs, District Education Officers, all City Executive Officers, District Fire Officers, all education program officers, representatives of all BEOs and coaching associations and institutions were present in the meeting.

Register will be made in every police station, complete details of coaching will be there.

The SSP gave detailed information about the safety standards to the operators of the coaching institutes. He said that a register will be maintained in every police station, which will have complete details of all the coaching institutes in that area. CCTV monitoring of the premises of coaching institutes is mandatory. High quality high resolution HD cameras will have to be installed in the main entrance, corridor and premises of the coaching institute. Also, a backup of at least 30 days will have to be kept safe.

The concerned sub-divisional police officer and police station incharge will regularly check the functioning of these cameras. So that students can register their complaints, a complaint box should be compulsorily arranged in the coaching institute. Parents of enrolled students should be informed if they are absent from class. Emergency and helpline numbers like local police station, senior police officials and dial-112 should be displayed in the reception and common areas of the institutions.

Violation of standards will not be tolerated

DM said that earlier the district administration had formed a team under the chairmanship of ADM Aapda and all the sub-divisional officers and got the coaching institutes investigated. The National Commission for Protection of Child Rights and the Ministry of Education have also issued guidelines from time to time for registration and regulation of coaching institutes.

Officials of various departments including district administration, police, education, fire brigade, operators of coaching institutes should coordinate among themselves in the interest of students and take necessary action to ensure compliance of safety standards in coaching institutes. Violation of standards will not be tolerated under any circumstances and strict action will be taken against violators.
