Third Party Monitoring Mandatory In All Projects In Uttarakhand, Irrigation Department Will Double The Irrigated Area

State Bureau, Dehradun. Third party evaluation is now being made mandatory in all projects being conducted in Uttarakhand. Chief Secretary Anand Bardhan has instructed the Finance and Planning Department to prepare a strong mechanism for third party evaluation to maintain transparency and quality in the works. He said that in projects where there is no provision for third party evaluation, it should be done immediately. He also said that while fixing responsibilities, it should also be ensured that action is taken against those responsible. On Tuesday, the Chief Secretary took a meeting in the Secretariat regarding capital expenditure, CSS, ESP and NABARD schemes, SASCI, SNA Sparsh and expenditure plans of the departments. He directed to focus special attention on monitoring by setting deadlines for timely completion of all projects. Referring to third party appraisal in projects, he said that various departments can also start third party appraisal immediately through the agencies listed in the planning department. He directed to send proposals for capital expenditure, CSS, EAP and NABARD funded schemes on time. Also asked to submit reimbursement claim on time.

Drinking water department aims to achieve zero carbon

The Chief Secretary gave the Drinking Water Department the target of zero carbon emissions in the schemes run by it. He said that Jal Sansthan and Drinking Water Corporation should connect their schemes with solar batteries while working towards zero carbon emissions. Climate change funds can be used for this. He said that a proposal should be prepared on how to use solar energy as a source of energy in our project. He also asked the Drinking Water Department to prepare a real-time monitoring mechanism of all sewage treatment plants 24 hours a day, seven days a week.

Irrigation department will increase irrigated area from 15 to 30 percent

The Irrigation Department was given the target of increasing the irrigated area from 15 percent in the state to 30 percent in the next five years. For this, the Chief Secretary instructed the department to prepare good and quality projects. Also said that work can be done on new barrages, canals etc. He directed to start drip irrigation system across the state, to repair the irrigation system where it is broken or closed and to prepare quality proposals to the Minor Irrigation Department.

Water meters will be installed in all government colonies in Doon by March 31.

The Chief Secretary gave the Jal Sansthan a target to install 100 percent water meters in all the government colonies of Dehradun by March 31. He also stressed on saturating all the municipal corporation areas of the state with water meters and said that this will prevent wastage of water. He instructed the Jal Sansthan to strengthen the system in view of the quality of drinking water and to take action against the concerned officer on complaints of contaminated water. He also directed to provide the DPR of the drinking water component under the Song Dam project, which is important for Dehradun, to the government within a week. Apart from this, emphasis was laid on making the treated water coming out of all sewage treatment plants available for irrigation and construction works. Jal Sansthan was asked to prepare a proposal in this regard in coordination with the Irrigation Department.

Tehri will become an international destination

The Chief Secretary also gave instructions to quickly prepare an action plan to develop Tehri as an international destination. Also stressed on starting the Tehri Lake Ring Road project soon. He asked the Tourism Department to make a proposal to develop tourism areas in Tehri, Rishikesh and Champawat. Apart from this, instructions were given to the Urban Development Department to establish parks in other big cities including Dehradun. He asked the Forest Department to prepare proposals and biofencing model projects for city greening and expressway, and the IT Department to establish science cities and science centers as well as prepare the mechanism for their operation.
