State Bureau, New Delhi. The Delhi government has increased the existing penalty for using non-standard weights and measures for loose and packaged goods. The government has issued a notification in this regard. Street vendors have also been included in this notification, on whom a fine of Rs 500 can be imposed for not selling goods as per prescribed weight, measurement and quantity.
The new penalties for various offenses mentioned in the notification issued by the Department of Weights and Measures (Legal Metrology Department) of the Delhi government are effective immediately. The notification more than doubles the existing penalty for retailers, wholesalers and dealers, manufacturers, importers, petroleum product outlets, and government agencies and public sector undertakings.
It is worth noting that the draft of Delhi Legal Metrology (Enforcement) Amendment Rules 2025 was released on October 13 and published on October 15. Information was published in the Delhi Gazette for potentially affected persons, and suggestions and objections were invited within 30 days.
The suggestions and objections received from the public regarding the draft rules were considered, after which the Delhi Government issued this notification after getting the approval of the Lieutenant Governor. A Delhi government official said that in many cases, the already fixed fine has been more than doubled. He said that strict action will also be taken against those who violate the rules.
The notification more than doubles the existing penalty for retailers, wholesalers and dealers, manufacturers, importers, petroleum product outlets, and government agencies and public sector undertakings. This includes changes in Schedule 11 of the Delhi Legal Metrology (Enforcement) Amendment Rules 2011. Under this, penalties have been increased for users and manufacturers using non-standard weights or measures.
The fine has been increased from Rs 2,500 to Rs 5,000 for retailers, Rs 10,000 for wholesalers, and Rs 50,000 for the petroleum industry (including retail outlets, tankers and storage depots). The fine for government organizations including public sector undertakings and banks will be Rs 25,000. These rules will be called the Delhi Legal Metrology (Enforcement) Amendment Rules, 2026.
