State Bureau, Patna. There are also preparations to change the land conversion policy to promote urbanization in Bihar. Under this, townships with urban facilities will be developed around the towns and rural areas adjacent to the cities. Apart from Metro Rail, urban infrastructure will be created in a planned manner around railway stations, bus stands and main roads.

The Urban Development and Housing Department has started work on this proposal. Actually, Bihar is far behind on the national standard of urbanization. Only 15.6 percent of the population in the state lives in cities, while one and a half percent people are living in underdeveloped colonies and areas adjacent to the cities.

Thus, the actual urbanization of the state is around 17 percent, while the national average is 36 percent. The state government has set a target of increasing this proportion of urbanization beyond the national average to 40 percent in the next five years.

Deputy Chief Minister cum Urban Development Minister Vijay Kumar Sinha has directed the departmental officers to develop small towns and nearby big villages in such a way that people can get employment, education, health and basic facilities at the local level. The compulsion to migrate should end.

This will reduce the gap between rural and urban areas. Preparations are on to start this initiative ideally from Sonpur. Sonpur and its adjoining Gram Panchayats will be developed in such a way that this area can become the economic center of the state.

Third Party Verification to pass the map:

The department is also considering implementing third party verification for verification of maps in all urban bodies. The aim is to speed up the construction works along with transparency. There is also a plan to create a single window for arrangements related to building plans. The Urban Development Department has been entrusted with the responsibility of implementing the schemes by coordinating with all the concerned departments.
