Jagran correspondent, Lucknow. Uttar Pradesh Integrated Emergency Communication and Command Center System (UP-112/ITECCS) has successfully operationalized Android Emergency Location Service (ELS). With this, Uttar Pradesh has become the first state in India to implement this advanced emergency location technology in its emergency response system.

This initiative is in line with the guidance and vision of CM Yogi Adityanath, which aims to strengthen law and order and provide world-class emergency services to citizens through technology-based governance and institutional reforms. Reinforces UP-112's commitment to citizen-centric, credible and technology-enabled emergency response, in line with global best practices.

Technology-based development of emergency response

Centralized, state-level emergency response systems were envisaged in India following the Nirbhaya incident, which underlined the need for rapid, coordinated and technology-enabled emergency response. It is within this national vision that UP-112 was established, which has since played an important role in providing integrated emergency services across the state.

Android Emergency Location Service (ELS)

Android Emergency Location Service (ELS), developed by Google, calculates a highly accurate location during an emergency call or SMS using GPS, Wi-Fi, cellular signal and device sensors. This location information is securely transmitted to emergency services only during verified emergency incidents, with robust provisions ensured to protect user privacy.

Android ELS is fully integrated into the UP-112's emergency response system, allowing call-takers and dispatch teams to receive accurate and automated caller location information. ELS is a significant milestone in the progress of Phase 2 of UP 112, which has been implemented in UP 112 with the joint efforts of system integrator BEL (Bharat Electronics Limited), PertSol (Pert Telecom Solutions Pvt Ltd) and Google, and after multiple trials, making Uttar Pradesh the first state in India where every single 100% Android device is equipped with ELS. Addressing the location-related challenges in the first phase, ELS technology provides highly accurate location, enabling the UP-112 to provide emergency assistance to the caller in a short response time.
