Jagran correspondent, Panchkula. Questions are being raised on the ward closure process of the Municipal Corporation. There are allegations like irregularities in voter numbers and completion of the process under some external pressure. Leaders of Congress, Aam Aadmi Party and Jannayak Janata Party have lodged objections and suggestions, which were brainstormed in a meeting held at the District Deputy Commissioner's office.

On behalf of the Congress Party, Ravindra Rawal, District President Sanjay Chauhan and Councilor Akshaydeep Chaudhary presented the draft prepared by the party regarding ward closure and suggestions related to public interest. He demanded that keeping these suggestions in mind, necessary reforms should be made in ward restrictions, so that common citizens do not face any kind of inconvenience. Deputy Commissioner Satpal Sharma listened carefully to all the points and assured to take appropriate action soon.

Ward closure took place on 9 December

Keeping in mind the upcoming municipal elections, the ad-hoc committee constituted under the chairmanship of Deputy Commissioner Panchkula had completed the work of delimitation of all the 20 wards of Panchkula Municipal Corporation on December 9, 2025 and sent its report to the state government. It is alleged that rules and laws have been ignored in the formation of wards.

OP Sihag said that at the time of the last municipal elections held in December 2020, the population of the corporation area was approximately 3 lakh 17 thousand, whereas now according to FIDR data, the population is being shown as 2 lakh 66 thousand 151.

Questions arising on voter list

According to the latest voter list released by the Election Commission, there are a total of 2 lakh 8 thousand 212 voters in the corporation area. Jannayak Janata Party says that as per the parameters set by the government, the population on the basis of votes comes to approximately 2 lakh 91 thousand 497.

It is clear that on paper the population of the municipal corporation area is shown to be decreasing, which is a surprise for everyone. According to the Haryana Municipal Corporation Act, a Municipal Corporation can be formed only in the area where the population is more than 3 lakh.

Question mark on existence of Municipal Corporation

In such a situation, according to the current data, a question mark arises on the existence of Panchkula Municipal Corporation. Census has not been conducted after 2011, then how the exact population of the Municipal Corporation area and the caste figures related to reservation of BC-SC categories were decided without a survey, it should be clarified so that there is no confusion among the public.

District head of Jannayak Janata Party, OP Sihag, also raised questions on the area determination of wards and said that the prescribed parameters have been ignored in many wards. Ward No. 2 includes MDC Sector 5 along with Sector 2 and Majri village.

In ward number 14, Maheshpur, half of Sector-21, half of Fatehpur and half of Sector-20 societies have been added. This process is against the principles of ward-banding and is probably done under some external pressure. Aam Aadmi Party's District President Rajeev Manocha also expressed his objection about the ward-banding and said that this process has been done cleverly and where BJP saw its position strong, the wards have been divided as per their wish, while the problems of the general public were not taken into account. Former Municipal Council President Ravindra Rawal said that the party is continuously trying to solve the public problems of the district. And on important issues like ward ban, public voice will be raised strongly.
