To speed up the development works in Delhi, separate administrative and expenditure permission will not have to be taken from MCD for the projects of Central and Delhi Government. Now tenders for projects worth up to Rs 5 crore can be made only on the basis of administrative approval of Delhi Government.
The corporation has amended its orders issued in 2022. Where the spending powers of the Additional Commissioner have also increased. At the same time, the Deputy Commissioner also did not have the power to spend even a single amount, which has now been increased to Rs 15 lakh. According to the order issued by the Engineering Department of MCD, the Corporation Commissioner has the power to spend up to Rs 5 crore. Expenditures in excess of this require the approval of the Standing Committee and the House. Whereas expenses less than this can now be made at the level of officers. Earlier the power to give administrative approval to the Chief Engineer was Rs 20 lakh, which has been increased to Rs 40 lakh.
The Chief Engineer had the power of administrative approval of Rs 18 lakh, which has been reduced to Rs 30 lakh. Whereas the Executive Engineers had the power of administrative approval of Rs 5 lakh, which has been increased to Rs 10 lakh. A senior official of the corporation said that this will reduce the time taken to get the projects off the ground and will also reduce the administrative burden. However, in the order the corporation has clarified that these conditions will be applicable only for schemes worth Rs 5 crore.
