In response to this question, the Health Department told the Assembly that out-patient (OPD) services are regularly available in the primary health centers operating in the urban area of Bhagalpur district and proper treatment is being provided to the patients. The department said that 30 to 32 types of testing facilities including CBC, semi-auto analyzer, sugar have been made available for pathological testing at these centres.

The health department also clarified that there is a plan to develop primary health centers and referral hospitals in the state into community health centers in a phased manner. The post has been created as per the standards and the posting process is going on as per the availability of doctors and health workers. Along with this, action is being taken to develop community health centers as special medical centers under Seven Nishchay-3 (2025–2030).
