Kishore Joshi, Nainital. About Rs 100 crore will be spent on the treatment of chronic or slide zones of weak hills in three very important roads in the district. The Forest Department rejected the proposal for transfer of forest land on the basis of dense forest in these areas, now on the request of PWD, the District Magistrate has constituted a committee for approval under the Disaster Management Act and asked for the report of on-site inspection. After the report, the way for treatment of these danger zones will open.
In fact, 280 meters of kilometer 3 of Kathgodam-Haidakhan, Simlia Band state road in the district has become a complete danger zone due to landslides. Due to which the population of about two hundred villages of Bhimtal, Okhalkanda and Champawat is affected. There is a danger to the lives of passengers due to land subsidence in the sliding zone. Due to closure of roads during rainy season, essential services like medical health etc. are also affected.
Due to lack of permanent treatment, forest land is also being damaged due to landslides, at present the road has been made temporarily passable but there is a danger of being closed again during monsoon. Now, financial and administrative approval was given in 2023-24 for the construction of an alternative route in the Danger Zone, but when the proposal for transfer of forest land was included in the proposed route and sent, it was canceled by the Regional Office of the Ministry of Environment and Forests, Dehradun on 18 January 2024. After this, a DPR of Rs 3601.02 lakh has been prepared by PWD on January 27, 2025 and sent to the Secretary PWD under ADB disaster relief. Treatment of 358 meter portion is to be done in Ramnagar-Betalghat-Rataura-Binekh. According to NVI, there is a chronic slip zone of 358 meter length at a place called Bawas in Ramnagar-Bhandarpani-Amgarhi-Bohrakot-Okhaldhunga-Tallisethi-Betalghat-Rataura, Bhujan-Jaina-Richi-Billekh road. Traffic is disrupted due to continuous erosion on the route. There is also a danger of risk. PWD has signed an agreement with THDC for technical support. Shaheed Balwant Marg is also to be treated. Shaheed Balwant Singh Marg in Betalghat often gets closed during the monsoon season due to debris and landslides. On this route too, a danger zone has been created due to land subsidence on the hill. Treatment of slide zone on this route is to be done by PWD. According to PWD Executive Engineer Ratnesh Kumar Saxena, the District Magistrate has been requested to approve the proposal under the Disaster Management Act. An estimate of about Rs 100 crore has been prepared and sent for the treatment of slide zones in all three roads.
PWD has sought approval for danger zone treatment of three roads under the Disaster Management Act. In this matter, a committee of SDM, District Mines Officer, Regional Pollution Control Officer and Sub Divisional Forest Officer has been formed.
