Jagran correspondent, Moradabad. Questions have once again been raised regarding the alleged game going on in the name of tenders in Moradabad Development Authority (MDA). From road construction to planning and office work, it seems limited to a few faces. The center of discussion is the private agency to which MDA is paying around Rs 13 lakh every month. There is both internal discomfort and external questions regarding how much and what level of work is being done.

Citing shortage of staff, MDA had signed a contract with this private agency about a year ago. Under the contract, four employees of the agency were deployed in the MDA office. These employees are seen roaming from office to office with laptops in their hands. Officially, their main work is said to be preparation for the MDA Board meeting.

Apart from this, claims are also being made to provide “technical support” in gathering the content of the quarterly magazine, coordination till printing and planning of housing schemes. Not only this, this agency has also done the work of collecting data for publishing the New Year calendar.

Officials claim that the agency is cooperating at various levels, but the question is whether this work is appropriate considering the Rs 13 lakh per month. Many people within the MDA say in hushed tones that the agency's employees are mostly seen making rounds of officers' rooms, while concrete output is not visible on the ground.

It is also discussed that this agency has also played a role in the works related to the layout of Govindpuram Township. However, this agency has not completed the planning. This is the reason why the demand for transparency regarding the role and payment of the agency has started rising. The matter does not end here. The list of questions regarding road construction contracts in MDA is also long. Most of the roads are being built by the same company.

Whatever be the reason behind this, from making Delhi Road 'smart' to other major roads, the role of a big contractor is continuously coming to the fore. Due to this, the doubt is deepening whether there is real competition in the tender process or whether the work is being distributed according to a pre-decided formula. In the name of work, the same faces have started appearing again and again in the housing schemes of MDA.

Some officials are manipulating the tenders as per their wish to benefit their favourites. MDA Chief Engineer Pankaj Pandey says that no such complaint has been received. An agency is working in collaboration with MDA. Its employees cooperate in housing schemes. The tender process is online. There is very little possibility of any kind of manipulation in this.
