GDA Houses And Plots Will Be Cheap Till Holi In Gorakhpur, LIG-EWS Will Get Big Relief

Jagran correspondent, Gorakhpur. The Model Casting Guidelines-2025 issued by the Gorakhpur Development Authority (GDA) government is expected to be approved by the end of this month. The authority has intensified preparations in this regard. The determination of rates is in the final stage.

As soon as the new guidelines are implemented, the plots and flats built in the new housing schemes of the authority will become much cheaper than before. With this, the way for sale of unpopular properties which have not been sold for years will also be opened. The rates of these properties will be reduced by 20 to 25 percent and the authority will allot them by issuing fresh advertisement.

According to GDA Vice President Anand Vardhan, by the end of this month a meeting of the Authority Board will be called and the new guidelines will be approved. There are complete preparations to start selling plots, flats and unpopular properties of new schemes on the basis of new rates from the first week of March. Although this relief will be limited only to new schemes and unpopular properties, there will be no change in the rates of old housing schemes.

Under the new policy, those properties which have not been sold even after issuing advertisements four to five times, will be kept in the category of 'unpopular properties'. There will be a direct reduction of 20 to 25 percent in the prices of such properties.

According to the government order, now the final price of any property will be decided on the basis of actual cost on the date of allotment. If in a scheme allotment has been made at the estimated cost and later on completion of the construction the actual cost turns out to be higher, then the difference will be taken from the allottee. But, if the actual cost increases by more than 10 per cent from the informed value, the allottee will have the option not to take the property and withdraw the deposited amount with simple interest at State Bank's MCLR rate.

The biggest change in the new guidelines has been made regarding additional charges. Till now, in new housing schemes, an additional amount of up to 30 percent was added in the name of contingency and overhead charges. In the new system it has been reduced to a maximum of 16 percent. EWS and LIG categories will benefit the most from this.

Earlier, there was an additional charge of up to 27 percent on these categories, which has now been fixed at 14 percent for EWS and 15 percent for LIG. Apart from this, the penal interest charged on non-payment of installments on time has been reduced from 3 percent to 2 percent and the interest rate on installments has also been reduced.

Special relief has also been given to armed forces personnel. There will be a 20 percent discount on the flat if full payment is made within 60 days, 15 percent discount on 61 to 90 days and 10 percent discount on payment within 91 to 120 days. At the same time, additional charges for park facing, corner and wide road plots have also been reduced.

The rules for increasing land rates have also been clarified. In schemes where development work is incomplete, the land rate will be increased every year. Whereas in schemes that are fully developed or transferred to the Municipal Corporation, the rate of land will be kept equal to the circle rate. In special circumstances, the Board will have the right to fix the rates, but it will be mandatory to record concrete reasons for this. As soon as the new guidelines are implemented, the old government orders of 1999 and 2009 will automatically be repealed.

Preparations are in the final stages to implement the Model Casting Guidelines-2025. The rates are being determined. There is a plan to get it approved and implemented this month. The new guidelines will provide great relief to the common people and will also pave the way for the sale of unpopular properties.
