In UP, From Inspector To Accountant, Employees Of These Government Departments Were At The Forefront In Hiding Assets.

Ajay Jaiswal, Lucknow. Despite the strict stance of the Yogi government on collecting details of movable and immovable assets of state employees, most of the employees of Health, Home and Revenue departments have not declared their assets.

Of the 47,816 employees who have not uploaded their property information on the Manav Sampada Portal by the deadline of January 31, more than 57 percent are from these three departments.

There are 15,150 (31.68 percent) personnel of Health, 6479 (13.55 percent) of Home (Police) and 5682 (11.88 percent) of Revenue (Tehsil). Out of 73 departments of the state, all the personnel of 65 departments have not declared their assets. Only 100% employees of eight departments have uploaded their assets on the portal before the stipulated time.

There are 8,65,460 government employees of all categories in the state. Under the Uttar Pradesh Government Employees Conduct Rules, all state employees have to compulsorily submit annual details of their movable and immovable assets every year through the portal by 31st January.

However, only 8,17,631 personnel uploaded their assets on the portal within the stipulated period. Along with withholding the salaries of the remaining 47,816, disciplinary action is now being taken against them.

It is worth noting that in the scope of action on non-disclosure of assets, apart from health, home, revenue, most of the personnel are from Panchayati Raj, Public Works, Basic Education, Secondary Education, Animal Husbandry, Child Development and Nutrition, Irrigation, Finance and Forest Departments. These include engineers, doctors, education officers, inspectors, policemen, revenue officers and accountants etc. posted in various departments.

Those who did not declare assets were 16.89 percent of the first category (pay level-11 (Rs 67,700-2,08,700)), 13.92 percent of the second (more than pay level-7 (Rs 44,900-1,42,400)), 4.03 percent of the third (more than pay level-2 (Rs 19,900-63,200)) and fourth. The January salary of 7.34 percent of the employees in posts in the category (less than pay level-2 (Rs 19,900-63,200)) has been withheld.

Action is also being taken against the Withdrawal-Disbursement Officers (DDOs) of those departments who did not stop paying salaries in February to the employees who did not provide property details.

All the personnel of these departments disclosed their assets.

In 73 departments of the state, while some employees of many departments have not given details of their assets, there are also departments whose 100 percent employees have uploaded their movable and immovable assets on the Manav Sampada Portal by January 31. These include environment, energy, military welfare, silk, housing and town planning, textile, district gazetteer and legislative council secretariat.
