Investigation Completed In The Case Of Death Of 50 Cows And Their Offspring In Chandigarh, Conspiracy Denied, Negligence In Management

Jagran correspondent, Chandigarh. The investigation report into the death of 50 cows and their offspring in Raipur Kalan Gaushala has been submitted to the Chief Secretary. The investigation has ruled out any kind of conspiracy and criminal act (foul play). Negligence has come to light at many levels in the management of the cow shed and dead body disposal plant.

This incident happened on 20 January. The Prime Minister's Office (PMO) had also sought a report from the administration. Taking serious cognizance of the incident, the administration had ordered a magisterial inquiry. Additional Deputy Commissioner-cum-Additional District Magistrate (ADM) Amandeep Singh Bhatti was given the responsibility of investigation.

According to the report of the investigating officer of the cowshed and the incinerator plant, due to repeated technical faults in the incinerator, dead animal bodies kept accumulating. Due to the Municipal Corporation's carcass disposal unit being closed for a long time, the dead bodies could not be disposed of on time. The investigation found many anomalies in the operation of the cow shed and incineration plant.

Many suggestions for management of cow shelters in the report

The report makes several suggestions to improve the management of cow shelters and animal welfare. It has been recommended to pay special attention to cleanliness and hygiene, install CCTV cameras for 24-hour surveillance in cow sheds and increase transparency.

It has been suggested to appoint a dedicated team of doctors of the Animal Husbandry Department, who should regularly visit the cow shelters and ensure health check-up of the animals, so that timely treatment and care can be provided. The post-mortem report of the dead bodies of the cows has also been attached with the report. The post mortem report has revealed that plastic, polythene and other waste had accumulated in the stomachs of cows and calves. Due to this the digestion process had got spoiled.

They died due to suffocation due to difficulty in breathing due to excessive amount of plastic in their body. A post-mortem sample was sent to Sector-36 CFSL Lab.
