Negligence in the construction of Barapula Phase 3 flyover.
Jagran correspondent, New Delhi. The anti-corruption branch of Delhi government has registered a case for negligence in the construction of Barapula Phase 3 flyover. This FIR has been registered on the instructions of Lieutenant Governor VK Saxena on the complaint of the Expenditure Finance Committee.
At present, this FIR has been registered against unknown government officials and contractors of the concerned department in connection with delay in construction, cost overrun and arbitration payment. No one has been named in the case yet. ACB will make accused against those against whom evidence is found in the investigation.
According to ACB sources, on the complaint of Expenditure Finance Committee of Delhi Government, an ACB team first investigated this entire matter. After finding irregularities in the investigation, after preliminary investigation, the ACB has registered a case under various sections of the Corruption Act and taking undue advantage to influence a government employee through corrupt or illegal means.
Initial investigation has revealed that there was a huge delay in the construction of the flyover. The investigating officer of ACB has started examining the documents related to the project from the concerned departments. Last October, the Lieutenant Governor had termed the delay as incomprehensible and said that it has caused a loss of hundreds of crores to the government exchequer.
At the same time he had ordered ACB to investigate the matter. He described the case as showing lack of administrative oversight, managerial failure and criminal negligence in the execution of a high-value infrastructure project.
The Lieutenant Governor had taken up the matter following the recommendation of Chief Minister Rekha Gupta. According to sources, this matter was first discussed in the Expenditure Finance Committee meeting chaired by Rekha Gupta on July 28.
The Committee conducted a thorough investigation by the authorities regarding approval and acceptance of arbitration awards; It was recommended to delay the execution of the project and fix the responsibility of the guilty officers and direct the Public Works Department to provide the complete records of the case to the ACB.
3.5 km long four-lane elevated corridor
This was approved in 2011. This corridor is going to connect with the existing Barapula flyover at Sarai Kale Khan. In December 2014, Rs 1,260.63 crore was allocated for the project. In April 2015, the construction work was given to Larsen & Toubro. This project was to be completed by October 2017.
Even after more than a decade, the project is still grappling with land acquisition problems, delays in tree cutting permissions and departmental mismanagement and has not been completed yet. It is expected that this project will be completed by June this year.
According to sources, Rs 1,238.68 crore has been spent so far in the original estimate and the new estimated cost is around Rs 1,330 crore. Last October, PWD had said that it had received permission from the Central Empowered Committee to cut 250 trees, which is necessary to take the project forward.
