Selected officers are given the option of continuing higher education or getting a job. Due to this, many doctors do not join every time even after selection and have to select from the waiting list to fill the vacant posts.
This time again, in the 480 posts for medical officers that the Health and Medical Education Department is going to notify two days ago, it is clear that if a candidate is selected, he will have to leave his higher education midway. He will have to choose between PG degree or job.
If someone is doing registrarship in any medical college, he will have to give up this also. Many doctors have been opposing these conditions from the beginning. He says that PG seats are being increased continuously so that specialist doctors can be prepared after getting higher education.
On the other hand, the condition of the job is such that after selection, you will have to leave your PG degree immediately. The government has its own arguments amidst these conditions. Departmental officials say that the doctors who are selected continue to pursue higher education and the posts remain vacant again.
These rules remained in dispute
In the year 2018-19, the Health and Medical Education Department had asked the Public Service Commission to start the selection process for 921 posts. On January 14, 2019, the Public Service Commission had released the selection list under HRO 202 in a record three months. But there were two conditions in this.
A lump sum salary was to be given for five years. Secondly, there was to be no transfer during this period. The appointments were to be made in remote areas. After this the selection took place but 70 percent of the selected doctors did not join. Many left the job after joining.
New rules made in 2020
After this, the Health and Medical Education Department made new rules in 2020 and started the selection process for 900 posts of medical officers. In this, he was asked to choose between higher education or job. After this the selection took place but many doctors left the job again.
After this, the vacant posts from the waiting list were filled from time to time. Now once again the posts are being notified as per the same conditions as before. Now it remains to be seen how many doctors get employed this time after selection.
Opposition to sixty percent reservation
There is also opposition on the internet media against reserving sixty percent posts of medical officers in various categories. Those protesting include everyone from doctors to politicians. Ratnakar Sharma, a senior doctor of the Medical College, Jammu, has written that there is sixty percent reservation and the opportunity for reserved categories to be selected on the remaining forty percent posts also. What kind of policy is this?
PDP MLA Wahid Ul Para has written on the internet that the new syllabus provides 40 per cent posts for 60 per cent of the population. Dr. Mohammad Momin Khan, Vice President of All India Medical Students Association, says that 70 per cent of the population of Jammu and Kashmir is being forced to compete for only 192 posts out of 480 posts.
