This article throws light on the importance of the AI Impact Summit held in Delhi. Prime Minister Modi presented a “human” vision for human-centric, accountable AI. India is investing heavily in AI, attracting global companies and becoming a big market. Despite opportunities in various sectors, concerns have also been raised over dominance by foreign companies, data ownership and the need for stronger regulation and education to deal with potential challenges and abuses.

The need for regulation, education and data security of AI.

Sanjay Gupta. The way the AI Impact Summit held in Delhi attracted worldwide attention, underlines the importance of this conference. In comparison to the three global conferences held so far on AI, this conference also proved to be useful because of the greater participation of AI company leaders, heads of government and industry representatives along with other people. In this conference, Prime Minister Modi tried to give a new direction to the use of AI technology with his address that along with making AI human-centric from machine, it will have to be given an accountable, safe, democratic and inclusive form.

Along with underlining India's priority regarding AI, Prime Minister Modi also gave a vision to the world community, which he called MANAV i.e. "Human". While defining it, he said that M means Moral and Ethical, A means Accountable, N means National Sovereignty, A means Accessible and Inclusive and V means Valid and Legitimate. This means that AI should be ethical, accountable, whose data should be accessible to everyone while ensuring its rights, and should also be valid and authentic.

Since India is seeing the future in AI, the Indian government is encouraging investment on AI and is trying to get AI companies from all over the world to work with India. This AI conference made it clear that leading AI companies are impressed by India's technological capability. They see India as a big market for themselves and also a source of human resources. India has the highest number of users of ChatGPIT after America. Everyone from students to industrialists are using it. The users of ChatGPT along with other AI tools are increasing rapidly in India. One reason for this is that the government is also promoting the use of AI tools. Its effort is to use AI in education, health, agriculture, industry, governance and many other areas.

It is good that India is understanding the importance of AI. It has been announced in this budget that the government will set up a committee to review the impact of Artificial Intelligence on the service sector. Apart from this, in the budget, the Finance Minister announced a new initiative named 'Bharat Vistar', which will be an AI based multilingual system for farmers. The economic review presented before the budget also saw AI as an economic strategy. It is clear that just as India is among the leading countries in the use of Internet, it will soon be ahead in the use of AI, but keep in mind that most of the AI companies are American and they are increasing their dominance in India. For this reason, the question is emerging whether or not these American companies will make India a partner in their economic profits in order to strengthen their AI modules by using Indian data and if so, then how? Will the data of Indians remain in India and be under its jurisdiction?

At present, the pace at which investment is being made in AI companies across the world is not seen in any other sector. According to some experts, AI companies are increasing their monopoly. Due to this monopoly, their stocks are increasing and investment in them is also increasing. Chinese AI companies are undercutting American companies to some extent, but right now they do not have the same dominance as Google, OpenAI, Meta etc. At present, Europe and other countries of the world seem to be lagging behind in the development of AI technology. India is preparing to become the third largest power in the AI field, but this will happen only when Indian AI companies can stand at par with American companies. They will have to avoid dependence on American companies and create their own identity.

During the AI conference, India was uncomfortable with the way a private university presented a Chinese AI tool as its own invention. The Indian government must ensure that foreign AI tools are not copied in the name of development of AI technology. We cannot move forward by copying foreign technology and equipment. This will have to be understood by the industry as well as the educational institutions. Youth in India are using AI, but they are unaware of how this technology works? Similarly, many people do not know how its misuse can be avoided? Currently, no concrete system has been made to give correct knowledge about AI to the students. It is clear that special attention needs to be paid to the teaching and learning of AI. Along with the government, the industry will also have to be careful to ensure that such a situation does not arise where traditional jobs face a major crisis before new AI-based jobs are created.

In the AI conference, India laid great emphasis on preventing the misuse of AI, to which other countries agreed and the proof of this is the declaration in which 86 countries signed, but no concrete system has yet been made to prevent the misuse of AI. It cannot be said yet that the declaration on which 86 countries agreed will be properly implemented. When it is clear that the use of AI will increase rapidly in various sectors in the country, then the need of the hour is to create a solid framework for its regulation. It would be good if there is a regulatory body like TRAI, which is capable of preventing misuse of AI technology. If this is not done then misuse of AI can cause disintegration and spread confusion in the society. The government will also need to keep a constant eye on the development and use of AI technology and be prepared to constantly review the AI ecosystem.
