State Bureau, Jagran, Lucknow: Those preparing to contest Panchayat elections in the state may have to wait for a long time. Considering the preparations of the state government, there is no hope of the three-tier Panchayat elections being held on time.

The government has not yet constituted a dedicated Backward Classes Commission for OBC reservation in Panchayat elections. Even if the commission is formed in February, there is no possibility of notification of elections before June.

At present, there does not seem to be any movement at the Panchayati Raj Directorate or government level regarding the Panchayat elections. Panchayati Raj Minister Om Prakash Rajbhar also keeps saying that his effort is to conduct Panchayat elections as soon as possible, but avoids giving a clear answer as to how.

Rajbhar said that now the election process is not expected to be completed before the end of the tenure of the existing Panchayats, but elections can be conducted by June. Ballot papers have been printed in the districts. The final publication of the voter list will also be done on 28th February. The commission's report will come within two months.

After this, it will take about a month to decide the reservation of seats and then at least 35 days will be required for the State Election Commission to conduct the elections. However, talking about SIR and census, the Panchayati Raj Minister says that this also has to be looked into by the government.

However, looking at the current political environment, there is talk that the government wants to hold Panchayat elections only after the Assembly elections next year so that the results of the Panchayat elections do not impact the Assembly elections in any way. It is certain that if Panchayat elections are not held on time, people can approach the court.

In view of the wavering attitude of the government regarding the Panchayat elections, a petition has been filed in the High Court regarding the non-constitution of a dedicated Backward Classes Commission. It is believed that as soon as the tenure of the Panchayats ends, more petitions may be filed.

Since in the past too, even the Supreme Court has taken a tough stance on not conducting the municipal and panchayat elections on time, hence even if the government is not yet active regarding the elections, it will have to be conducted on the orders of the court. It is noteworthy that in the last Panchayat elections, a commission was not formed for reservation of OBC seats.

The Commission had issued the last notification on March 26.

The State Election Commission had released the notification for Panchayat elections in the year 2021 on 26 March. Voting was held in four phases in April. The first meeting of Gram Panchayats was held on 26 May. Area and District Panchayat elections were held in June-July.
