The five-member inquiry committee has submitted its detailed report to the District Magistrate regarding serious flaws and allegations of corruption in the construction of the newly constructed burn unit in LLR Hospital. In the report, action has been recommended against seven engineers and employees including the former and current project manager, holding them guilty. On the instructions of the Chief Secretary, District Magistrate Jitendra Pratap Singh had constituted a committee under the chairmanship of CDO Deeksha Jain.
On December 17, the team along with the CDO had conducted an on-site inspection of the burn unit, in which serious questions were raised on the quality of the work done by the Government Construction Corporation. According to the report of the committee, many such flaws were found in the building of the burn unit, which could prove dangerous from the point of view of the safety of patients and staff.
During investigation, it was found that the rebar was coming out from the beam of the newly constructed building. There is dampness in the walls at many places and the quality of the tiles is poor. The CDO had also asked questions in this regard to the project manager of the construction unit, RK Gupta, but he could not give any answer. Investigation also revealed that the construction corporation has paid Rs 4 crore 31 lakh in its departmental accounts.
Despite completion of construction of LLR's burn unit, its handover has not been done for one and a half years. In such a situation, seriously burnt patients are not getting the benefit of modern facilities. At the same time, questions are being raised on the functioning of LLR Hospital administration. The operation of the burn unit and the trained staff have not been recruited yet. The investigation committee in its report has called it a direct tampering with health services. In the report of the committee, action has been recommended against the current as well as previously posted project managers and junior and assistant engineers. Soon this investigation report will be sent to Principal Secretary Public Works Sanjay Chauhan through the District Magistrate.
The inquiry committee has recommended suspension of the junior engineers of the civil and electric units as well as legal action. Action has been recommended against the project manager under Government Rules Rule-7. In the action taken under this rule, a notice was issued to the accused officers and their reply was sought. Along with this, details of payment and income and expenditure are examined. If any irregularity is found, a case is registered. During this period, details of the properties of the accused are also collected.
Strict action will be taken as per rules against those officers and engineers who are found guilty in the investigation report. Negligence and corruption in health facilities built with government money will not be tolerated. - Jitendra Pratap Singh, District Magistrate
