Republic Day 2026: On the occasion of 76th Republic Day, Dr. Dilip Jaiswal, Minister cum In-charge of Industries and Road Construction Department, hoisted the flag in the main function of Republic Day organized by the District Administration at Sandys Ground in Bhagalpur. Before this, he took the salute of the parade and inspected the parade along with District Magistrate Dr. Naval Kishore Chaudhary and Senior Superintendent of Police Pramod Kumar Yadav. Minister Dr. Dilip Jaiswal, while addressing the people of the district, said that the feeling of dedication towards the country is our national religion. After attaining independence, we have developed a lot. In this continuous journey of development, Bhagalpur district is also moving forward with its hard work and conscious public cooperation. Bhagalpur district is known as Silk City, currently there are about four thousand five hundred handloom weavers and eleven thousand power loom weavers. In the last year, a total of one thousand two hundred weavers have been given the benefit of working capital. Apart from this, seven beneficiaries have been benefited under the Silk Samagra Scheme and 23 beneficiaries have been benefited under the State Investment Promotion Council. There are 23 big industries in the district, which are benefited by Bihar State Investment Promotion Council. These include rice mill, toffee factory, soft drink factory, bottling plant, Leelan textile factory etc. About two thousand two hundred people are benefited from PM Vishwakarma Yojana in Bhagalpur. Apart from this, there are about six thousand successful registered beneficiaries and about two thousand one hundred beneficiaries have received the tool kits.

Minister Dr. Dilip Jaiswal said that it is a historical and cultural city of Bihar, which is famous as the land of Tilakmanjhi along with Baba Ajgabinath, Baba Budhanath and Baba Bateshwarnath. Along with this, the district is known for its world-famous silk and the northern river Ganga. Dolphin safari and natural beauty here attract tourists. The serene environment, rich history and local handicrafts make Bhagalpur a special place to visit. Recently, about Rs 30 thousand crore has been invested by Adani Power Project for the construction of thermal power plant in the district for Pirpainti Thermal Power, which will produce 2400 mega watts of electricity, due to which Bihar will be self-sufficient in power generation in the future. Similarly, work is being done towards the establishment of Vikramshila University and construction of a new airport in the future.

Minister Dr. Dilip Jaiswal said that Vikramshila University located in the district has been the land of knowledge centuries ago. Presently Tilkamanjhi Bhagalpur University and Bihar Agricultural University, Sabour are located, where they are touching new dimensions every day. Apart from this, Medical College and Engineering College are also located in this district. The four gems of Bhagalpur, Katarni Rice, Jardalu Mango, Manjusha Kala and Bhagalpur Silk have received the certified GI tag at the national level.

Vikramshila Ganga Dolphin Sanctuary is one of the major dolphin conservation and tourism centers of India. About 60 km stretch of river Ganga from Sultanganj to Kahalgaon in Bhagalpur is protected as a dolphin sanctuary. It is home to the rare Gangetic dolphins, which are also the national aquatic animal of India.

Minister Dr. Dilip Jaiswal said that National Highway NH-31 (Bhagalpur-Navgachia section) is inadequate as per the current traffic pressure. Its widening is proposed due to the continuously increasing vehicles, industrial transport and passengers in Bhagalpur district. The Munger-Mirzachowki four lane project of National Highway No. 80 is being built by the National Highway Authority of India at a cost of about Rs 4000 crore, of which about 100 km is under Bhagalpur district. At present approximately 79 percent work has been completed. This project is targeted to be completed by April 2026. With the completion of this project, the connectivity of Bhagalpur district with West Bengal and Jharkhand will be easy and there is a strong possibility of significant increase in employment and business in the district.

Bhagalpur and Navgachia are major railway centers of eastern Bihar. Along with all the important trains, Vande Bharat train stops at Bhagalpur and Navgachia railway stations, which is providing convenience to the passengers. Presently in Bhagalpur district, land has been identified for industrial park in Kahalgaon and Goradih. Upon its establishment, the development of both industry and tourism will get a boost, from which the local people will be able to benefit. More than four lakh thirty thousand didis have been included in the Chief Minister Mahila Rozgar Yojana, due to which women are becoming financially successful as well as self-reliant.

A total of 292 applicants have been provided funds for employment in the last financial year by the Industries Department under the Chief Minister Scheduled Caste/Tribe Entrepreneur Scheme, Chief Minister Most Backward Class Entrepreneur Scheme, Chief Minister Women Entrepreneur Scheme, Chief Minister Youth Entrepreneur Scheme and Chief Minister Minority Entrepreneur Scheme. In which 50 percent grant has been provided to all categories of entrepreneurs and under Bihar Small Entrepreneur Scheme, funds have been provided for employment to 1206 applicants in this financial year. Under the Prime Minister's Employment Generation Programme, loans have been distributed to 237 applicants for employment and under the Prime Minister's Micro Food Enterprises Upgradation Scheme, loans have been provided to a total of 163 applicants.

The world famous Shravani Fair is an important fair of Bhagalpur district, in which devotees from India and abroad go to Deoghar from Sultanganj on the water of Ganga, on foot through the unpaved Kanwar path. For better facilities of the devotees, a tent city is constructed by the district administration. Besides, availability of medical services, drinking water and toilets is ensured at designated places for all the devotees. Apart from this, mobile medical vehicles are also available 24 hours. Starting with public services, under the Right to Public Services Act, the benefits of various services are being made available to the common people within the stipulated time frame. So far, 99 percent of the applications in Bhagalpur district have been executed within the stipulated time limit. Now this service is also made available online on the applicant's e-mail or mobile and public service centers have been opened at the block as well as panchayat level.

Under the Public Grievance Redressal Act, complaints related to all departments under the state government are resolved within the stipulated time limit. Under this Act, all the fifty-eight thousand applications received so far in Bhagalpur district have been executed. Now online application can be given under the Public Grievance Redressal Act at the Public Service Center at Panchayat level even in Panchayat Government buildings. Pradhan Mantri Kisan Samman Nidhi Yojana, Diesel Subsidy Scheme, Chief Minister Rapid Seed Extension Programme, Agricultural Mechanization Scheme, in which farmers are provided subsidy on the purchase of 90 types of agricultural equipment.

Under the Seven Decisions Part 03 initiated by the Chief Minister, Bihar Government, to strengthen the administrative and infrastructure of the Health Department, it has been decided to develop Sadar Hospital (Model Hospital) of Bhagalpur district as Super Specialty Hospital and all the Community Health Centers as Specialty Hospitals. Under which a total of 14 hospitals including Sadar Hospital in the district have been given the status of Specialty Hospital and under this, patients will be able to get special treatment facilities close to their homes. To prevent cervical cancer, the government is giving HPV vaccine to girl students aged 09 to 14 years. In case of incurable disease, financial assistance is being provided by the state government.

Many schemes have been implemented in Bhagalpur city through the Smart City Project, in which all aspects of sports like Nehru Memorial, Open Air Theatre, Lawn Tennis Court have been completed in this beautiful Sandys Compound. Similarly, under the Integrated Command and Control Center project, a total of 1844 CCTV cameras have been installed in Bhagalpur city for the safety of citizens. Budhanath Ghat, Barari Ghat, Bhairava Pond and Sandys Compound have been developed for tourism and public entertainment. Presently Multi Level Parking has been constructed near Collectorate Bhagalpur. Under the Smart City Scheme, a 100-bed night shelter has been constructed, where the families of the patients treated in Mayaganj Hospital are getting high level facilities for night rest at minimal charges.

Mukhyamantri Kanya Utthan Yojana is an important scheme run by the state government. At all Anganwadi centres, baby shower of pregnant mothers is organized on 7th of every month and Annaprashan of children who have completed 6 months is organized on 19th. Under the Chief Minister Old Age Pension Scheme and other pension schemes, a total amount of only Rs 34 crore ten lakh was paid this year to a total of three lakh ten thousand pensioners. Under the Chief Minister Inter-caste Marriage Incentive Grant and Disabled Persons Marriage Incentive Grant Scheme, the beneficiaries have been benefited through a fixed deposit of Rs 1 lakh.

Dr. Dilip Jaiswal said that a total of 520 girl students are given free education and accommodation in the Other Backward Class Girls Residential School in Shahkund block. Jannayak Karpoori Thakur Hostel is run for extremely backward class students and Kalyan Hostel for backward class students. Besides, a Scheduled Tribe-cum-Education Residential School with 720 accommodation capacity is running in Khawaspur of Pirpainti block.

Under the Scheduled Caste and Sub-Tribe (Prevention of Atrocities) Act, a compensation amount of Rs 1 crore forty seven lakh has been paid to a total of 250 victims in the financial year 2025-26. Jal-Jeevan-Hariyali campaign has been started by Bihar government. For ground water harvesting, work has been started on 1266 ponds in Bhagalpur district, renovation of 1252 ponds and construction of 1957 farm ponds has been completed. Dr. Dilip Jaiswal has constructed 115 sports grounds in panchayats under MNREGA to promote sports. So far in the financial year 2025-26, 49 lakh mandays have been created by providing employment under MNREGA. Necessary action is being taken towards making Bhagalpur district an educational hub for Vision 2047. Dr. Dilip Jaiswal said that he is already the Road Construction Minister, therefore, administrative approval was given for Rs 5017.3800 lakh (Fifty Crore Seventeen Lakh Thirty Eight Thousand) for the work of widening and strengthening of NH-80 Bypass Chain (SH-19) from 0.00 to 3.70 km from Lohia Bridge of Bhagalpur-Hansdiha Road to 4-lane. Has gone.

This path starts from Bhagalpur Railway Junction (Lohia Bridge) and connects NH-80 bypass via Gurhatta Chowk, Bhaya Aliganj. This road is an important state highway connecting Bhagalpur with Banka and Jharkhand state. With the construction of this road, about 6 lakh population of the city will get relief from the problem of jam as well as traffic and transportation in Bhagalpur. This road connects 2 assembly constituencies namely Bhagalpur and Nathnagar.

Under the Central Road and Infrastructure Fund (CRIF), administrative approval has been given for the amount of Rs 11402.40 lakh (one hundred fourteen crore two lakh forty thousand) for the work of widening and strengthening of 2 lanes + paved shoulder = 10 m from chain 0.00 to 17.750 of Bhagalpur-Agarpur-Kotwali road under the area of ​​Road Division Bhagalpur.

The present width of the road is 5.50 m (intermediate lane) which is to be increased to (2-lane paved shoulder - total road width 10.00 m). In the construction of the said road, a drain of 2 thousand meters length along with 14 additional RCC Box Culvets, 4 additional high level bridges are to be constructed. With the widening of this road, various villages like Lodipur. Jamsi, Mandipur, Agarpur, Gorhotia. To grind. Along with the convenience of commuting to villages like Goradih, Birnauth, Mirnagar, Kotwali etc., about 06 to 07 lakh population will be benefited for agricultural work, business work and work in the district headquarters.

The said path connects 3 assembly constituencies namely Nathnagar, Kahalgaon and Dhoraiya. This path starts from NH-80 and goes till Kotwali Chowk and ends at the 10th kilometer of Jagdishpur-Sanhaula road. From where Jagdishpur (NH-133E) is at a distance of about 10 km and Sanhaula (SH-84) is at a distance of about 8.75 km. Thus, with the construction of this road, traffic and trade facilities between Bihar and Jharkhand states via SH-84 (Ghogha-Sanhaula road) and NH-133E will become easier. This path is one of the important paths of the district. Action is being taken to invite tender.
