Review Of Urban Development Projects In Bihar: 6 STPs To Be Completed By June, Emphasis On Digital Monitoring

With the aim of completing urban infrastructure projects in the state in a timely manner, a high-level review meeting of the works of Bihar Urban Infrastructure Development Corporation Limited (BUDCO) was held under the chairmanship of Deputy Chief Minister cum Urban Development and Housing Minister Vijay Kumar Sinha.

In the meeting, BUDCO Managing Director Animesh Kumar Parashar informed that approval has been given for construction of 39 Sewage Treatment Plants (STP) in the state. Of these, 21 schemes have been completed, 13 schemes are under implementation and the target has been set to complete the remaining six schemes before monsoon 2026.

STP construction work in Digha and Kankarbagh of Patna, Dehri, Bhagalpur, Begusarai and Hajipur of Rohtas district will be completed by June. Operation & Maintenance (O&M) of the completed projects is being monitored by technical experts.

During this, he was informed about the updated status of various development works including Namami Gange Project, Storm Water Drainage Scheme, water supply schemes and construction of electric crematorium.

Real time monitoring is implemented through geo tagged photographs and video conferencing. The Deputy Chief Minister gave clear instructions that now the schemes will be monitored not in the traditional way but through digital means. He said that the progress of the projects should be reviewed through video call from the office itself.

Instructions were also given to provide the department with a detailed list including name, designation, educational qualification and mobile number of the personnel working in the operating agencies and to ensure their regular attendance.

It was decided to form two flying squad teams at the departmental level for effective monitoring of the Chief Minister's Comprehensive Urban Development Scheme. The objective of these teams is to bring transparency in the implementation of schemes, ensure quality and eliminate the possibility of complaints. The Deputy Chief Minister asked to present the list of schemes inspected so far by the departmental flying squad team and stressed on further strengthening the inspection system.

Instructions to overcome the shortage of engineers

When BUDCO Managing Director drew attention to the shortage of engineers, the Deputy Chief Minister directed to provide the list of engineers as per requirement, so that their services can be availed from the Road Construction Department and Rural Works Department. The Deputy Chief Minister clearly said that there will be no compromise on quality, transparency and timelines in the urban development projects of the state.
