Before the meeting, internal differences on the issues of Ladakh have come to light.
State Bureau, Jammu. Union Territory Ladakh has received a setback due to the demand to make it a state. Before the meeting of the High Power Committee on this issue, the Zanskar delegation has made it clear to the Central Government that they do not want a state. Along with expediting the process of creating five new districts in Ladakh, the Central Government should make Zanskar a district and give it a Hill Development Council.
This demand opposes the campaign of Leh Apex Body and Kargil Democratic Alliance which are campaigning for statehood. Both the organizations are currently pressurizing the Central Government for statehood and the Sixth Schedule of the Constitution. A meeting on this issue is to be held in Delhi on 4th February. In such a situation, internal differences on the issues of Ladakh have come to light before the meeting.
Strengthen internal autonomy in Ladakh instead of statehood
The Apex Zanskar Coordination Committee recently met Minister of State for Home Nityanand in Delhi and made it clear that instead of statehood, there is a need to work towards strengthening the internal autonomy in Ladakh. Citing the specific geographical, administrative and social challenges of the region, it was emphasized that along with creating the district, creating a separate autonomous hill development council for Zanskar is the need of the hour. During this period, issues related to the development of the area were also raised. Minister of State for Home Nityanand is leading the process of talks taking place in Delhi on the issues of Ladakh.
The delegation that met the Minister of State for Home was led by Tsering Dorje, Chairman of APEX Zanskar Coordination Committee and President of Zanskar Buddhist Association. Along with him, the delegation included former Vice Chairman of National Scheduled Tribe Commission Gyan Josephal Zotpa, Geshe Chetan Chonjor of All Zanskar Gompa Association, Executive Councilor of Kargil Autonomous Hill Development Council Phunchuk Tashi, Ladakh BJP General Secretary Stanzin Lapka, Councilor Stanzin Jigmit and nominated councilor Namgyal Phunchuk. Senior BJP leader and former Chief Executive Councilor of Leh Autonomous Hill Development Council Tashi Gyalson was also present in the meeting.
Demand to speed up the process of making Zanskar a separate district
Apex Zanskar Coordination Committee gave information about its meeting with the Minister of State for Home in Delhi in a press conference. The delegation, in a memorandum submitted to the Union Home Ministry, demanded expediting the process of making Zanskar a separate district.
He said that despite already getting in-principle approval in this regard, formal notification, deployment of senior officers and establishment of administrative structure have not yet been done. This should be completed quickly. He said that before meeting the Minister of State for Home, the delegation had also met the Lieutenant Governor of Ladakh, Kavinder Gupta. The committee reiterated in the press conference that it opposes the demand for statehood for Ladakh and wants a separate Hill Development Council for Zanskar.
Meanwhile, a senior leader of Kargil Democratic Alliance reacted strongly to the Zanskar delegation's opposition to statehood, saying that those who are opposing statehood for Ladakh cannot be well-wishers of the people. He alleged that most of the people speaking against statehood were associated with the BJP. They are working on the instructions of the central government.
