UP Cabinet: Government's Focus On Transport Services, Tax Exemption On EV Purchase Will Continue Till October 2027

Cabinet approved three proposals related to transport department

State Bureau, Jagran, Lucknow: On Thursday, the Cabinet chaired by Chief Minister Yogi Adityanath approved three proposals related to the Transport Department. This shows that the government is trying to modernize and simplify the transport system of the state.

Under this, exemption in road tax and registration fees for electric vehicle buyers will continue till October 2027, many services related to driving license and registration will be completely faceless and three new transport zones will be created. Besides, to strengthen the departmental structure, the way has been cleared for legal recognition of the posts of officers and recruitment of Assistant Motor Vehicle Inspectors.

Exemption in registration fee and road tax

Exemption in registration fees and road tax for those buying electric vehicles (EVs) will continue till October 2027. Under this, it has been decided to give 100 percent exemption in registration fee and road tax to electric vehicles under the UP Electric Vehicle Manufacturing and Mobility Policy, 2022 (Revised 2025). This discount will be applicable on vehicles like e-bike, e-car and e-bus.

Earlier this exemption was till October 14, 2025, which was extended for two years in November 2025. Now cabinet approval has also been received. With this, people can save up to Rs 1 lakh on buying an EV. The proposal to simplify the tax system under the Uttar Pradesh Motor Vehicles Taxation Act, 1997 (Amended 2025) has also been accepted.

According to Transport Minister Dayashankar Singh, a lump sum tax system will be implemented on two-wheelers, three-wheelers, motor cabs, maxi cabs, light goods vehicles up to 7500 kg and construction vehicles. New tax rates will be decided for this. Four services of the Transport Department have been done in faceless mode.

Services like change of date of birth in driving license, permission to drive in hilly areas, retention of vehicle registration number and non-use information permit will be available completely online. For this, 'UP Motor Vehicle (32nd Amendment) Rules, 2026' will be implemented by amending the UP Motor Vehicle Rules, 1998.

New transport zones in Gorakhpur, Jhansi and Ayodhya

To further strengthen the transport system in the state at the grassroots level, three new zones will be created in Gorakhpur, Bundelkhand (Jhansi) and Ayodhya. For this, Uttar Pradesh Transport Service (Seventh Amendment) Rules, 2026 have been approved by the Cabinet. Also, the posts of 49 officers already created in the Transport Department have got legal recognition and the new structure will be implemented immediately. Till now these posts were created through different government orders, but due to not being included in the rules, administrative problems were being faced.

Earlier, the posts of ten Divisional Transport Officers (RTOs), 36 Assistant Divisional Transport Officers (Ordinary Pay Scale) and three Deputy Transport Commissioners were created in the Transport Department. Now all these posts have been included in the rules and given legal status. At the same time, after the formation of new zones, the number of six zones of transport service in the state will increase to nine. The post of one Deputy Transport Commissioner, one Principal Assistant and one Stenographer will be created in each new zone. This will speed up departmental monitoring, enforcement and administrative work. The creation of these new posts will put an additional financial burden of about Rs 5.15 crore on the government annually. Transport Minister Dayashankar Singh said that the transport system will be further strengthened with the creation of new zones and posts of officers. This will improve road safety, revenue collection and services provided to the general public. This will directly benefit the common people. Enforcement work will be intensified to control road accidents. The revenue collection system will be strengthened and the department will be able to easily achieve its targets. People will no longer have to visit far-flung offices in appeal-related matters, which will save both time and money. Besides, the work pressure on officers will be reduced and complaints will also be resolved faster.

351 Assistant Motor Vehicle Inspector will be recruited

The newly created posts of 351 Assistant Motor Vehicle Inspectors in December 2024 have been included in the rules. For this, Cabinet approval has been received to implement Uttar Pradesh Transport (Subordinate) Technical Services (Sixth Amendment) Rules, 2026. Now the recruitment and selection process for these posts can start. About Rs 25 crore 26 lakh will be spent every year on the salaries and allowances of the personnel appointed to these posts. With the new recruitment, work related to road safety can be done better in villages and gram panchayats at the tehsil level. All work related to checking of vehicles, following traffic rules, prevention of road accidents and safety will be done on time.
