Ashwani Tripathi, Dehradun. The government's concern has increased after the plight of old age homes in the state came to light. At some places, there is lack of health facilities and at other places, due to lack of care, senior citizens are becoming victims of neglect. Now the Housing Department is preparing a senior citizen safe housing policy, so that the elderly can get their rights, security and a dignified life in old age homes.
The Housing Department has prepared a draft for this policy. The proposed policy is being based on the successful models of states like Maharashtra, Kerala, Tamil Nadu and Gujarat. Under this, mandatory minimum standards will be set for all government, non-government and private old age homes. Clean and safe buildings, adequately lit and ventilated rooms, nutritious food, clean drinking water, hygienic kitchens and age-appropriate infrastructure will be made mandatory.
The policy will mandate regular health checkups, availability of medicines, trained nursing staff, physiotherapy, mental health counseling and 24-hour emergency services. Provision for smart facilities like separate facility area for men and women, disabled friendly design, fire safety, CCTV surveillance and panic button will also be made.
A strong and time bound mechanism will be implemented for complaint redressal, so that strict action can be taken against negligence. After the implementation of this policy, there will be regular inspection, grading and social audit of old age homes. Action will be taken against institutions that do not meet the standards and those doing better work will be encouraged.
