ATR Presented In Jharkhand Assembly: Auction Of Sand Ghats, Kharsawan Investigation-Government Update On Anganwadi Regularization

State Bureau, Ranchi. There are 444 sand ghats identified in Category-2 category in the state, out of which the e-auction process of 298 sand ghats has been completed in the respective districts under Jharkhand Sand Mining Rule-2025. The e-auction process of the remaining 146 sand ghats is going on.

On the first day of the budget session of the Jharkhand Assembly, Parliamentary Affairs Minister Radhakrishna Kishore presented the Action Taken Report (ATR) on the assurances given by the state government during the winter session in the House, in which this information was given by the Mines and Geology Department. Information about action taken on a total of 28 assurances is given in the ATR.

It was said that as per the approved DSR of Palamu district, a total of 73 Category-1 sand ghats have been identified in the district, from which sand has been made available in the villages at the rate of Rs 100 per cubic foot. At present, necessary action is being taken to start the operation of Category-1 and 2 sand ghats soon.

In ATR, the Home Department has informed that the process of constituting a judicial commission to identify the persons martyred in the Kharsawan firing incident on January 1, 1948 is under process. MLA Dashrath Gagrai had demanded this in the House, in response to which Minister in-charge Yogendra Prasad had assured that a committee would be formed for this.

On the regularization of Anganwadi supervisors, information was given by the Women, Child Development and Social Security Department that in 52 child development projects, 286 posts of women supervisors, 52 posts of statistical assistants, 52 posts of clerk-cum-typists and 52 posts of orderlies, which were already created on contract basis, have been surrendered, i.e. a total of 442 posts. In its place, 286 posts of Female Supervisor (Non-Gazetted), 52 posts of Statistical Assistant (Non-Gazetted), 52 of Clerk-cum-Typist (Non-Gazetted) and 52 posts of Order Officer (from external source) have been recommended.

It was said that as the contract period of the employees appointed and working on contract ends, the posts created on contract will automatically end and action will be taken for appointment to the newly created regular posts.

On the assurance of increasing the grant by 75 percent of unfunded inter colleges, secondary schools, Sanskrit schools and madrasas, it was said that in this regard, Jharkhand Academic Council and District Education Officers of all the districts have been asked to conduct physical inspection and give a detailed report whether the institutions meet the required standards for increasing the grant or not and whether the relevant rules are being followed by them or not.

A report has been sought whether these institutions fully comply with the Jharkhand Secondary School Establishment Permission and Approval (Conditions and Conditions) Rules, 2008 and Jharkhand Intermediate College Establishment Permission and Approval (Conditions and Conditions) Rules, 2005? Are biometric attendance and other desired infrastructure available in these institutions? Is quality education being provided in these institutions?

Center proposes to give Rs 100 for refreshment to blood donors

Regarding the action taken on the assurance given regarding providing donor cards to voluntary blood donors and making a concrete policy for children suffering from Thalassemia Sickle Cell, the Health Department informed that a proposal to give Rs 100 for refreshment of blood donors is being sent to the Center under the National Health Campaign.

Told that at present blood separation units are functioning in five blood banks and the process of setting up units in all government blood banks is going on. Instructions have been given to civil surgeons for continuous availability of medicines for children suffering from Thalassemia Sickle Cell.

When the matter was raised in the House, the agency returned the amount

After the issue of irregularities in the purchase of orthopedic callipers in Dhanbad was raised in the Assembly, not only was it investigated, but the agency Mamta Enterprises also returned the amount. In the ATR, the Health Department admitted that a five-member committee was constituted by the Dhanbad Civil Surgeon Office and its investigation was conducted, in which irregularities and negligence were revealed. After this the agency took back the supplied material and the amount of Rs 2,48,500 was returned through RTGS to the bank account of Civil Surgeon, Dhanbad.

Action against the then CO for collecting cess in Khunkatti land

A charge sheet has been prepared against the then CO of Sonahatu Alok Kumar in the case of wrongful collection of cess in the name of woman Sandhya Rani in the Khuntkatti land case in Landupadih of Sonahatu area and has been sent to the Personnel Department for action. After this matter was raised by MLA Amit Kumar, Revenue and Land Reforms Minister Deepak Biruwa termed it wrong and assured action against the culprit.

Manki, Munda and other traditional officials of Dhanbad will also get honorarium.

All the traditional officials like Manki, Munda, Pagranait, village head etc. living in Dhanbad will also get the honorarium. A cabinet proposal is being sent regarding this. The government had given this assurance on a question by MLA Arup Chatterjee.
