A recent audit report by the Comptroller and Auditor General of India (CAG) has revealed serious irregularities related to urban planning and construction regulation in the capital. According to the report, between 2018 and 2023, Bhopal Municipal Corporation (BMC) issued 15 thousand 463 building construction permissions, while only 860 development permissions were given by the Madhya Pradesh Town and Country Planning Department (T&CP) during the same period.
This means that 14 thousand 603 building permits were issued without corresponding development approval. The report also revealed that Nani gave 170 colony development permissions, but 43 illegal colonies were found in existence in the city, on which no action was taken.
Violation of open space standards
Under Rule 42 of MP Land Development Rules (MPBVN), a minimum distance of 15 meters is mandatory between tall buildings up to 45 meters, but a gap of only seven meters was found between two towers of 30-30 meters height in Virsha Colony, which is contrary to the standards of fire safety, lighting and ventilation.

UNAUTHORIZED HEIGHT AND FAR INCREASE
As per Rule 65, the maximum height of the building depends on the road width and the approved FAR. The audit found construction beyond the permitted limits in six cases. G+2 floor was constructed against the approved G+1 plan in Palak Palace Baraat Ghar.
Lack of coordination between the two departments
T&CP which is the technical advisory body for planned urban development could not function effectively. Lack of coordination between NANI and T&CP can pose serious risks to public safety and health. The report has stressed the need to ensure rapid reforms and accountability in the urban planning system.
