22-year-old Tonis Kumar, who had come to his in-laws' house in Mathar, Khagaria, was shot dead. Bihar government has adopted 'zero tolerance' policy for speedy justice in POCSO sexual crimes against children. The Law Department has set strict deadlines for the police and prosecution.
